There are notable exceptions, of course but these prove the rule by their relative absence the excoriation hand out to the Securities and Exchange Commission over Madoff, and the public criticism of BaFin over the Wirecard affair — but even here the relative punishments are in no way comparable.

Defence as hiding attack as seeking
Defence as filling space attack as finding it
Defence is incrementally rewarding. By being there, in the way, preventing the ramparts being breached you prove your value. But you accrue value slowly. There is no great triumph: it is an attritionary battle that probability says you will eventually make an error, lose concentration, if succumb to a black duck you did not see coming. Whether or not it was your fault does not matter. That question is too hard: causal chains are far too hard to parse, and it is too easy to construct conflicting narratives —hence the rude health of sports journalism, and the heroic, patient loyalty of queen’s park rangers supporters — so judgment accompanies outcome, not input. If it happens on your watch, and the consequences are bad enough, you get your coat.
The consequences are symmetrical for an attacker. She adds no value just by being there. As long as the defence keeps her occupied, she costs. To employ a striker is to throw coppers in front of the steamroller. She cannot get caught under it, but she slowly depletes our funds the longer she plays without scoring.
And if she scores, she gets the credit, regardless of her skill, or others failure, leading up to the goal, and however  guileless and profligate she was been in missing goals for the remainder of the game. Just ask Mbappé.
Defenders occupy space. They earn their keep by just being there. They are rentiers. To successfully occupy space, before dealing with impish genius, one must deal with the quotidian. So, one occupies space methodically. Systematically. Thoroughly. A defender who does not follow the system We develop rules and strategies. We may organise our system to optimise bang for buck.
Attackers find space.
