Unless you are talking {{tag|metaphysics}}, [[to be]] is the feeblest verb you could possibly use. And no, [[Shall constitute|constitute]] is no better.
If you use it, odds on you are [[nominalising]] some other, healthy, strong verb which your reader would thank you for preferring.
