Of an interest rate, that it is fixed at the outset, and does’t change during the life of the instrument, come hell, high water or higher base rates from the reserve bank etc. Therefore a lot less complicated, a lot less sexy, and a lot less faffing around with day count fractions and business day conventions. Compare with floating rate.
