Effable
/'ɛfəbl/ (adj.)
Able to be adequately expressed in words or, even better, numbers. Determinable. Fully explicable with known concepts. Financialisable. Compare with ineffable.

“Effable” like “ebriation” and “whelming”, seems no longer in general use, though we assume from its traces that it must once have been.
