You don’t have shout, “Pigs in Space!” or directly address anyone Fozzie Bear, although bonus points if you do. Simply suggesting (when a suitable context arises) “I think it's time to get things started” or, when the question is aired, “will we be able to definitively eliminate the tail risk? chipping in, “''[[I guess we’ll never know]]''” or, “it’s time to play the music”.  
 
You don't have to actually call anyone Fozzie Bear, however tempting it may be.
